Ruth Hess had a Bachelor of Arts from Ohio State University, attended graduate school at Wellesley College, and earned a Bachelor of Science in Library Science from the University of Illinois Library School. Her library career began in Ohio as a library project supervisor in Sandusky and later in Columbus through the Works Projects Administration. She served the Ohio library community at the State Library for over thirty years. Hess headed the Circulation department and federal Library Services Act (LSA) and Library Services and Construction Act (LSCA) programs. When the former State Librarian resigned in 1963, Ruth Hess was appointed Acting State Librarian. She held the position until 1966. Although her tenure as State Librarian was considered temporary, Hess served longer and with greater distinction than several other State Librarians. Her work led to the passage of legislation for the Ohio Library Development Plan, which expanded the role of the federal LSCA program to include new programs in interlibrary cooperation, services to state agencies, and services to the physically disabled. In 1976, Hess retired and received high praise and appreciation from the State Library Board, staff, state government, and Ohio library community. Significant progress in library operations, resource sharing and collaborations, and use of technology occurred while Richard M. Cheski was State Librarian. He led initiatives such as library automation, replacing the card catalog with a computerized system shared with Ohio State University Libraries, implementing a LAN (local area network) for internal operations and email systems, providing access to electronic databases and providing online access to federal legislative materials through the U.S. Government Printing Office (GPO). While Cheski was State Librarian, the State Library participated in the development of OhioLINK and became a charter member of the organization. Earlier, he was the Director of the Colorado State Library, Assistant Commissioner of Library Services at the Colorado State Department of Education, Director of Oceanside Public Library (NY), Director of Alliance Public Library (OH), Assistant Director of Columbus Public Library (OH), and Assistant State Librarian of Ohio. Lucas earned a Bachelor of Arts in Telecommunications and worked as a Library Assistant at the Stark County District Library before earning a Master of Library Science (MLS) from Kent State University (KSU). While pursuing his MLS, Lucas worked as a student assistant at KSU Libraries and then devoted his career to library service at the State Library of Ohio. In 1978, he was hired as a reference librarian in the Information Resources and Services division. By 1980, he was a State Government Specialist and Assistant Head of Reference Services. Lucas was promoted to Head of Reference and Information Services in 1988, and in 1994, he was Deputy State Librarian for Library Services responsible for planning and directing the operations of the Research Services, Automated Loan Services, and Technical Services departments. During his eight years as State Librarian, Lucas led many initiatives and projects including the use of federal Library Services and Technology Act (LSTA) funds for new and innovative programming, the advancement of statewide resource sharing among Ohio libraries, and increased collaboration of library organizations in Ohio. Budler was Deputy State Librarian of the Library of Michigan when she accepted the position as State Librarian of Ohio. Earlier in her career, Budler was Director of Network Services of the Nebraska Library Commission and worked for the Nebraska Legislative Reference Library and Lincoln City Libraries. She holds both a Master of Library Science and Master of Fine Arts in Writers’ Workshop from the University of Iowa. As State Librarian of Ohio, Budler led several open source software solutions initiatives such as accessibility for visually impaired users to the virtual online reference service KnowItNow24X7, initiating a shared centralized integrated library system pilot program, and the collaborative development of a statewide resource sharing solution. Beverly Cain worked in public libraries for twenty-four years prior to becoming State Librarian, holding positions with the Portsmouth Public Library, the Upper Arlington Public Library, and the Medina County District Library. Cain earned a Master of Public Administration and a Master of Library Science from Kent State University (KSU) and holds a Bachelor of Music from the University of Akron. Broderick died, Zechariah Mills was appointed State Librarian by a joint convention of the two branches of the Legislature. A law was enacted during this session changing the term of State Librarian to three years with an annual salary of $200. An appropriation of $350 a year for four years was established for the purchase of books. Mills brought stability to the library by serving for close to eighteen years. From January 1838 to June 1844, he diligently logged the temperature and weather conditions in Columbus. Every day, morning, noon, and night, he entered his observations into his ledger. Occasionally, he would include events of interest to him. On August 11, 1842, he declared the weather in Columbus to be “variable…but very pleasant,” with a daytime high of 82°, a low of 57°, and with a bit of fog in the morning. He also recorded the first stone for the foundation of the new State House. The library was becoming very cramped as the number of volumes grew from 1,717 in 1824 to 7,564 in 1841. As a result, the Legislature authorized the State Librarian to enlarge the library by adjoining it to another room. On February 9, 1842, Thomas Kennedy was appointed by an election in the joint convention of the two branches of the Legislature. He received 53 votes and Zachariah Mills received 50. Kennedy continued the work of Zachariah Mills in recording the daily weather. A significant change took place in 1844 when a law was passed to create a Board of Commissioners with the power to adopt rules and regulations, and to control all expenditures. The Commissioners, which included the Governor, the Secretary of State, and the State Librarian, were charged with managing the sale of Supreme Court reports and other extra copies of documents and authorized to use the proceeds to increase preservation in the library. The Commission was also authorized to exchange laws, journals, documents, and reports with other legislative bodies, states, and libraries. Although Kennedy was on the ballot for a second term, he lost by 21 votes to the sixth State Librarian, John Greiner. Later, Kennedy worked as Assistant Librarian for 165 days during the tenure of Elijah Hayward. It was the first time an Assistant Librarian was paid by the Legislature. John Greiner was elected as State Librarian for a three-year term in 1845 with an annual salary of $400. The library was now open for all to visit and view the collections. However, only current and former Legislators, Supreme Court Judges, and officers of the state were allowed to borrow books. The first Annual Report of the Commissioners of the Ohio State Library was presented to the Ohio Senate in 1846. Governor Mordecai Bartley, Secretary of State Samuel Galloway, and Greiner reported $1,688 in proceeds from selling Ohio Reports and Statutes. They also reported the room for the library was too small to contain the books and reports, and not suitable for preservation. The forty-fourth General Assembly approved enlarging the library and Greiner’s salary was increased to $500 a year. In 1846, the Commissioners reported additions and refitting made to the library. Geological and other specimens, belonging to a predecessor of the Ohio Historical Society, had been transferred to the care of the Librarian. By 1849, the Commissioners were requesting even more space. Greiner was reappointed for a second term in 1851 but resigned to become Territorial Secretary in the New Mexico territory. Long before his service as State Librarian, Elijah Hayward had a lucrative law practice in Cincinnati, served as an Ohio House Representative from 1825 to 1830, and helped Andrew Jackson in his successful 1828 presidential campaign. Hayward was elected 17th Justice of the Supreme Court of Ohio in 1830, but resigned a few months later after being appointed by President Jackson as Commissioner of the General Land Office. Hayward was appointed State Librarian by Governor Reuben Wood. He was known as a scholar, historian, judicious bibliophile, and skilled genealogist. In addition to purchasing reading materials for the library, he also borrowed books and papers from other state departments or agencies for use in the State Library. The first national library convention was held in New York City in 1853 and Hayward was one of eighty-two attendees. At the meeting, he was appointed to a committee to draft a constitution and bylaws to formalize an association and organize the second conference. A second meeting never occurred and Hayward left the State Library one year later. The constitution was not created until the American Library Association officially formalized twenty-three years later in 1876. Taylor assumed the State Librarian position on May 13, 1854, the State Library contained 14,988 volumes. By January 2, 1856, another 2,106 had been added to the collection. Taylor was known for his judicious efforts to collect and preserve Ohio documents, census figures, and publications about Ohio. He took great care to collect pamphlets printed by the State of Ohio. Current and older editions of newspapers were collected, bound, and regularly consulted by library users. Taylor was an avid researcher and scholar with a fervent interest in history. While serving as State Librarian, he published History of the State of Ohio, First Period, 1650 – 1787. During the last month of his term, the library moved to two rooms in the new Ohio Statehouse, opposite the Office of the Ohio Treasurer. His research endeavors while State Librarian led to his participation in western expansion. In 1859, he was appointed Special Agent of the U.S. Treasury Department by President James Buchanan and charged with reporting trade relations between the United States and Canada. His report, Relations between the United States and Northwest British America, was published by Congress in 1862. Coggeshall was an established writer, editor, and publisher when Governor Salmon P. Chase appointed him as his secretary and then State Librarian. Plans for a permanent classification system began and a large portion of the budget was used to purchase complete sets of standard works in the general and law departments. In 1858, the collection moved to the larger Library Room across from the Senate Chamber. Coggeshall compiled a number of noteworthy publications including Index to Ohio laws, general and local, and to the resolutions of the General Assembly, from 1845-6 to 1857, inclusive: with an appendix, containing an index to the documents in the Journals of the House and Senate from 1802 to 1836. He chronicled the State Library’s history in the Annual Report of Commissioners of the Ohio State Library for 1858: with a History Sketch by the Librarian. In 1860, the law collection was separated to establish the Law Library of the Supreme Court of Ohio. In 1861, President-elect Abraham Lincoln’s train stopped in Columbus on its inaugural route to Washington, D.C. Coggeshall met Lincoln at the train station and escorted him to the Statehouse. Story The primary full-text for the entry. 1817 The General Assembly approved the action of the governor (purchasing books for a library) and empowered him to appoint a librarian and adopt rules for use of the library. The governor was made responsible for the library. 1824 The General Assembly recognized the state library as a department of the state and appointed a state librarian to serve a three year term. 1845 The General Assembly created a Board of Commissioners made up of the governor, secretary of state, and the state librarian. 1853 The term of the state librarian was changed to two years. 1896 The Board of Commissioners was abolished and a new Board of Library Commissioners was created. Members were appointed by the governor, with consent of the senate, for a term of six years. The commission had full authority to manage the library, appoint and remove the state librarian. 1906 The General Assembly authorized the board of library commissioners to offer advice as to the organization and maintenance of public libraries throughout the state and created the position of library organizer. The organizer’s duties included aiding public library and establishing new ones. 1921 House Bill 249 repealed section 789 of the General Code. Section 154-26 abolished the state board of library commissioners, the librarian appointed by the state board of library commissioners, and the library organizer appointed by the state board of library commissioners. Section 154-51-154-54 of House Bill 249 created the state library board in the department of education with the director of education as chairman.* Four other members of the board would be appointed by the governor for eight year terms. The state library board would appoint and remove the state librarian. The board was given the power to make rules for the governance and operation of the state library. It could organize the library into departments and determine the number of staff needed. The state librarian had the power to appoint and remove all heads of departments within the library. The state librarian was secretary to the board.1933 The state aid law enlarged responsibilities for developing county-wide library service. 1956 The state library board was removed from the department of education. 1961 The board was changed to a five person board, appointed by the state board of education for five year terms. 1967 The state library’s official name became The State Library of Ohio. 1969 Ohio Library Development Plan (OLDP) resulted in a new law giving the state library dual responsibility as the reference library for state government and the state agency for the development and coordination of library services statewide. Today, the State Library is governed by a five member board. The Board members are appointed by the State Board of Education and each member serves a five year term of office. Under the Ohio Revised Code, section 3375.01, the State Library Board is responsible for the State Library of Ohio and a statewide program of development and coordination of library services. Specific powers of the State Library Board include: <ul><li>Maintain the State Library, holding custody of books, periodicals, pamphlets, films, recordings, papers, and other material and equipment.</li> <li>Accept, receive, administer, and expend in accordance with the terms thereof, any moneys, materials, or other aid granted, appropriated, or made available to it for library purposes by the United States, or any of its agents, or by any other source, public or private.</li> <li>Administer such funds as the General Assembly make available to it for the improvement of public library services, interlibrary cooperation, or any other library purposes.</li> <li>Approve, disapprove, or modify resolutions for establishment of county district libraries.</li> <li>Approve, disapprove, or modify resolutions to redefine boundaries resulting from school district consolidations.</li> <li>Amend, define, or adjust the boundaries of library districts submitting applications for changes in their boundaries.</li> <li>Encourage and assist the efforts of libraries and local governments to develop mutual and cooperative solutions to library services problems</li> <li>Recommend to the Governor and to the General Assembly such changes in the law as will strengthen and improve services and operations.</li> <li>Adopt such rules as are necessary for the carrying out of any function imposed by law.</li> </ul> Sponsor The name of a person or organization that has sponsored the research for this specific entry. Story The primary full-text for the entry. In 1817, The United States consisted of 19 states, and Ohio had been a state for only fourteen years. The capital had moved several times, but had settled on a new site, Columbus, only the year before. When the state library was established in the building that housed the state offices, High Street in front of the building, was still dirt and mud. In fact, an early state library budget included funds for gravel for the street! Changes in budgeted items have reflected the changes in the services and programs of the library throughout its 200 years. The first session of the Ohio legislature held in Columbus was in December, 1816. On December, 2, 1816, the General Assembly of Ohio appropriated $3,500 to Governor Thomas Worthington as a contingent fund. In early 1817 Governor Worthington traveled to Pennsylvania to investigate the new practices for state penitentiaries and other state institutions that had been put into practice. While in Harrisburg, he purchased 509 books from the <a href="https://blogs.loc.gov/loc/2014/09/mathew-carey-1760-1839-philadelphia-publisher-and-provocateur/">Mathew Carey & Son Publishing Company</a>. This would be the beginning of the State Library collection. Worthington presented the collection to the Legislature, December 2, 1817. The state library began in a room on the second floor of the first state office building, just above the auditor’s office. David Deshler, the patriarch of the prominent Deshler family of Columbus, built cabinets for the library as one of his first jobs after relocating from Pennsylvania. While one reason for the establishment of the state library was to hold the documents of state government, another was to provide the Legislature with materials to help them do their job. As with other state libraries of the time, the materials were for the use of the Legislature only. The length of time that a book could be checked out was determined by its size: A folio (12 x 9) could be kept for three weeks; a quarto (9 ½ x 12), for two weeks; and an octavo (6 x 9) or a duodecimo (5 x 7 3/8), for one week. The books that had been purchased were selected based on the collection of the Library of Congress. When the British burned Washington in 1814, 5000 books of the Library of Congress’s collection was lost. Thomas Jefferson sold more than 6,000 volumes from his collection to the Library of Congress for $23,950. The principles on which Jefferson built his collection, therefore became the guidelines for the building of the state library’s collection and many other collections as well. Many of the books were from England and France. Philosophy, religion, history, were just a few of the topics represented. In the early years, state librarians were built primarily through exchanges of documents with other states and gifts. The law passed by Congress in 1813, authorizing free copies of federal laws, journals, and documents to be distributed to each state,helped the state libraries grow. Reciprocal agreements eventually included Canada. An 1833 agreement with Maryland provided for the exchanged of court reports. The History of Federally-Funded Programming at the State Library Lede A brief introductory section that is intended to entice the reader to read the full entry. Since 1956, the State Library of Ohio has utilized federal funds to provide vital programming to Ohio's citizens. Story The primary full-text for the entry. In 1956 the Library Services Act (LSA) was passed, providing federal funds to the states to support library programs. The State Library became the administering agency for the program in Ohio. Once again, the State Library Board proved to be very forward-thinking in their efforts to support libraries, with m any of the efforts that the Board was addressing with state aid now eligible for support with federal funds. The LSA was allocated to the states on a formula basis. The State Library submitted a long range program for the improvement of library services in Ohio to the U.S. Office of Education. The long range program was an expansion of the OLDP which had been developed earlier for expanding library services. In 1962 the Library Services Act became the Library Services and Construction Act (LSCA). The LSCA was expanded, authorizing appropriations for new programs in inter-library cooperation, state institutions, and to the physically handicapped. The “C” was added to the new program for construction. The Board arranged for the State Architect’s office to supervise Title II construction of library buildings. The program consisted of three titles-Title I for the continuing extension and improvement of library services to people who were without adequate service; Title II for construction of new or renovated library buildings; and Title III for coordination of resources of various types of libraries. The act and appropriations were renewed over the next thirty- four years. Library directors, staff, local trustees and experts in the given field were invited to serve on the advisory committees convened to address the programming needs of the that particular area of library services and provide the State Library Board with recommendations for the direction of the programs. In 1972, Title II for construction was no longer funded through LSCA; however, the 1983 Emergency Jobs Bill revived the construction program and Ohio received $2.7 million in early 1984 for library construction and renovation. Eighteen public libraries were able to benefit from the program. Through the LSCA Title III grant program cooperative efforts were being funded in several metropolitan areas. In 1996 the program was moved to the Institute of Museum and Library Services (IMLS) and changed to LSTA for Library Services and Technology Act, to aid in the creation of a technology infrastructure. It not only changed its focus to technology, it also changed to permit all types of libraries to receive grants. It stressed the partnerships and collaborative efforts among different types of libraries. The purpose of serving the underserved and rural areas was still supported. The LSTA program in Ohio continues to support cooperative programming among all types of libraries. In 2009 an IMLS/LSTA grant was awarded to the Instructional Technology Services of Central Ohio (ITSCO) for the development of the Literature Lounge. ITSCO worked with pubic and school libraries in Central Ohio to create Book Talks and online book studies. The project included professional development for media specialist and teachers, and students creating and editing video book reviews. The project is being continued through INFOhio. In 2010 the State Library awarded the Wood County District Library in Bowling Green, Ohio an IMLS/LSTA grant to purchase a new bookmobile. While a very old concept, the bookmobile continues to be a mainstay of library service for those patrons who cannot come to the library. The new bookmobile is serving preschoolers and senior centers in the area. Most recently, the State Library of Ohio has awarded competitive LSTA grants to fund the purchase of technology and training, and smaller open grants for programs that allow cardholders to borrow bikes; to purchase kits to foster STEM education for children; and develop partnerships between teens and senior citizens to increase older adults' comfort with using technology. Probably the oldest, and certainly the largest, program of the State Library is the Government Documents Department. While no actual date can be determined as to the beginning of the program, it is known that as early as 1823 the State Library’s holdings included a long list of congressional publications. The number of publications grew as the number of federal agencies grew. Documents have been received in various formats over the years, from paper to microfilm, microfiche, and digitally. Unfortunately, as the collection grew, the space did not. From the very beginning, the Library had very limited space for its documents collection. The collection now contains over one million federal documents with an average of 7,000 being added each year. The State Library is the only full federal depository for Ohio working with fifty other libraries in the state that are partial depositories for federal documents. The State Library was designated in 1962 to be the full depository of state documents as well. As part of its responsibility to the other depository libraries in Ohio, the State Library published and distributed Ohio Documents Classification Scheme, a guide to those who organized or managed document collections. The State Library was one of twenty-two libraries in the nation selected by the U.S. Government Printing Office for a field test of document availability in microform. The documents department was provided with a microfiche set of the Code of Federal Regulations for the test. Many new state government publications are now being produced in electronic format and this presented new challenges for the library. The <a href="http://codes.ohio.gov/orc/">Ohio Revised Code</a> required state agencies to provide the State Library with one hundred copies of each publication intended for public use; however it did not provide any mechanism for handling information only produced in electronic format. The Library purchased software to automatically gather web-based State of Ohio publications. Library staff create catalog records for these items in the on-line catalog, and then add electronically-published materials to the online digital repository, <a href="http://www.ohiomemory.org/">Ohio Memory</a>. Mildred Sandoe (April 20, 1900-February 23, 1994) was not the first library organizer at the State Library of Ohio but was the one most remembered. Sandoe wrote The County Library Primer, used by many library directors and board to develop their service on a county-wide basis. Mildred Sandoe began her career at the Dayton Pubic Library in the early 1920s. There she met Helen Hooven Santmeyer, author of And Ladies of the Club, who was also working there. The two became life-long friends. Sandoe became the director of the Grandview Heights Public Library in 1924. In 1931she went on to become director of what is now the Mansfield Richland County Public Library. She began the library’s first bookmobile program with five city stops and 75 county school stops. As the State Library Organizer, Sandoe worked with libraries throughout Ohio, developing county-wide library services, including bookmobile programs. She is recognized by the Auglaize County Libraries, the Perry County District Library, and the Lorain Public Library for her assistance in helping them become county library systems and receive state aid. Mildred Sandoe was a consultant for a 1964 study of library services for the state of New Jersey. She was inducted into the Ohio Library Council’s Librarian’s Hall of Fame in 1972. On November 2, 1920, KDKA Radio in Pittsburg launched the first radio broadcast in the country, announcing the returns of the Harding-Cox presidential election (which you can listen to <a href="http://pittsburgh.cbslocal.com/2012/03/08/kdkas-historic-broadcast/">here</a>). Soon after, radio purchases exploded; from 1923-1930, approximately 60% of American families purchased radios. Radio broadcasting exploded in this decade, as well, and by the end of the decade programs included westerns, soap operas and other dramas, comedies, broadcasting for children, as well as news reporting. Radios, and radio broadcasting, ushered in a new era where “<a href="http://www.mortaljourney.com/2011/04/1920-trends/radio-history">a custom where families gathered around a glowing box for night-time entertainment took root, forever changing American culture</a> In 1924, Sears, Roebuck and Company of Chicago funded the Little Red Schoolhouse of the Air, with Benjamin “Uncle Ben” Darrow as its schoolmaster. Darrow “foresaw that radio had created the possibility of a global village” (Bianchi, 2008). “The central and dominant aim of education by radio,” he <a href="http://www.ohiohistorycentral.org/w/Radio">said</a>, “is to bring the world to the classroom, to make universally available the services of the finest teachers, the inspiration of the greatest leaders and unfolding events which through the radio may come as a vibrant and challenging textbook of the air.” With the experience he gained in Chicago, Darrow traveled to Ohio in 1928 and made contact with the Ohio Department of Education. The following year, on January 7, 1929, the Ohio School of the Air was founded. By November of that year, at the first Ohio School of the Air conference, Darrow predicted that, with the help of educational broadcasting, “the minds of boys and girls will be dipped directly into the flame of living genius with its correspondingly greater inspirational and ambition-arousing possibilities” (Darrow, 1929). The Ohio School of the Air continued for eight years, attracting teaching talent from around the state of Ohio. Lessons focused on the social sciences (history, government, geography), on the arts, on current events…nearly all of the subjects we see today, with the exception of math, were represented. In a survey conducted during the 1933-1934 school year and sent to 475 schools, 182 schools of the 270 surveys returned reported using Ohio School of the Air lessons, or 38% of schools and 67% of respondents. Unfortunately, the Ohio Department of Education ceased funding of the School of the Air in 1937, ending its run. This collection contains materials from the Ohio School of the Air, which continued to educate Ohio’s students until a lack of funding caused its demise in 1936. Former State Librarian Paul A.T. Noon contributed lessons to the school, primarily on literature, and in this collection you can view transcripts for those lessons, complete with his notes and edits. As Ohio has been called the "cradle of coaches," the State Library of Ohio could be called the training ground for State Librarians. Story The primary full-text for the entry. Ohio as a training ground for State Librarians began as early as 1921, when Mary E. Downey became State Librarian of North Dakota. Downey had been the state library organizer for Ohio in 1908. She left and went to Utah, where she held the same position. She then found her way to the North Dakota State Library. In 1963. Walter T. Brahm left the State Library of Ohio to become the State Librarian of Connecticut. Brahm had been State Librarian of Ohio since 1942 and retired from the Connecticut State Library in 1975. This happened again in 1971, when Edwin Dowlin, head of the newly-created Library Development Division, left to become State Librarian of New Mexico. Paul Agresti, Assistant to the State Librarian of Ohio, moved to the State Library of New Mexico and became acting State Librarian after Dowlin. In 1974, Richard M. Cheski, who had succeeded Dowlin as head of library development, left Ohio to become State Librarian of Colorado. In 1978, Cheski returned to Ohio as State Librarian when Joseph F. Shubert became State Librarian of New York. Patricia Harris, a library development consultant, left the State Library of Ohio for the Louisiana State Library. From there, she moved to North Dakota to become State Librarian in 1985. James W. Fry, Deputy State Librarian for Library Services in Ohio, left in 1984 to become the State Librarian of Michigan. He was replaced by Blane K. Dessey, from the State Library of Oklahoma. Dessey left Ohio in 1986 to become State Librarian of Alabama. He was succeeded there by Patricia Harris, who left North Dakota in 1991. Michael Jaugstetter came to the came to the State Library of Ohio in 1983 to head the LSCA Title II Construction program. Jaugstetter moved to the North Dakota State Library and became State Librarian in 1996. Michael Lucas, though he didn't change states, became State Librarian in 1996 when Richard Cheski retired. Bookmobiles got their start in Ohio in 1923, when the Dayton and Montgomery County Public Library began its service. The State Library of Ohio's outreach focus remained with the <a href="http://slo200.library.ohio.gov/items/show/7">Traveling Libraries program</a> for the first half of the 20th century. However, the passage of the Library Services Act in 1956 gave a boost to the bookmobile programs throughout Ohio. The purpose of the federal funds was to aid in the further development of rural library services and in 1957 the State Library awarded Guernsey County District Library a grant to purchase the first bookmobile under this program. Funds were also awarded to purchase bookmobiles for use in Ashtabula, Holmes, and Ottawa counties. The State Library also used federal funds for two additional bookmobiles to operate from the newly established bookmobile centers to serve rural areas of the state. By 1969, State Library bookmobiles were serving 22 counties. Southeastern Ohio Regional Library Service Center (SEO) served Noble, Washington, Morgan, Perry, Muskingum, Monroe, Belmont, Guernsey and Harrison counties. The Northwest Regional Library Center in Napoleon, served Fulton, Defiance and Henry counties. The Central Ohio Bookmobile in Columbus served Union, Champaign, Madison and Fayette counties. Additional bookmobile units included the Adams-Brown Bookmobile in Winchester, Lawrence County Bookmobile, and the Meigs-Jackson- Vinton Bookmobile. By 1973, 60 public libraries in Ohio were providing bookmobile service. In 1970, the Napoleon center had become a Regional Bookmobile Center and in 1980 moved to Bowling Green, Ohio, to be more centrally located. The center now included Wood County in its service area. In January, 1976, the Lawrence County Bookmobile, and the Meigs-Jackson- Vinton Bookmobile were transferred to the Ohio Valley Area Libraries (OVAL) Area Library Service Organization (ALSO) and were operated from Wellston, Ohio. The Adams-Brown Bookmobile unit began serving Clinton County in 1981 and became the Southwest Bookmobile Center. In 1983 collections from Northwest, Southwest centers and SEO were added to the on-line system. Dial access printer terminals allowed bookmobiles to determine one another’s holdings and enabled state library staff to identify field unit holdings. Also in 1983, new trucks were purchased to serve Fulton, Defiance, Erie, and Wood counties in the northwest, and Adams, Brown, and Clinton counties in the southwest. In 1984 the Central Ohio Bookmobile Center closed. Ohio’s first bookmobile workshop in ten years was held in June, 1985, at Bowling Green State University and brought together librarians to discuss and hear presentations about bookmobile services. The Rural Bookmobile Workshop was the beginning of nine national bookmobile conferences convened by the State Library of Ohio. The attendance grew from 40 to nearly 300 over the next nine conferences. Participants came from 40 states, Canadian provinces and Australia. Quality of service was a topic discussed as was technology, staff training and new concepts in marketing and design. The focus of the third conference was the development of bookmobiles standards and guidelines. By the seventh conference the “National Bookmobiles Guidelines” were reexamined and updated for accuracy, validity and usefulness. The State Library hosted its last conference in 1994. The Southwest Bookmobile Center which had operated for more than 26 years from a converted theater in Winchester, Ohio, moved to St. Martin, Ohio, in 1985. SEO served five counties in 1985 through the bookmobile, and Northwest was serving six counties. A total of 16 counties were served through State Library of Ohio bookmobiles in 1985. In 1986 Northwest added Ottawa County and leased a new building. SEO’s new automated circulation system became operational in September. In 1987 Northwest received a new bookmobile and now served Fulton, Defiance, Paulding, Erie, Ottawa and Wood counties and in 1989, included Van Wert County in its service area. The State Library was serving 17 counties with bookmobiles in 1990 and in 1991 purchased the building it had been leasing for the Southeastern Regional Library Center. By 1993 63 Ohio public libraries were providing bookmobile service. The Dynix circulation system purchased for SEO in 1993, linked the catalogs of 11 libraries and the two bookmobile centers in northwest and southwest. With the increased support of technology, bookmobiles were better able to serve their patrons as they could check availability of materials and reserve them more quickly. However, budget constraints forced the State Library to evaluate its overall services in 1994 and the Northwest Bookmobile Center was closed at the end of year. By 1995 the online catalog and circulation system, Dynix, connected bookmobile collections in Adams, Brown, Clinton, Highland, Harrison, Licking, Monroe, Muskingum, Noble, Perry, and Washington counties. In 2001, 54 public libraries still had bookmobiles and the State Library contracted with seven libraries for the service. However, in 2002 the Southwest Bookmobile Center closed and that same year SEO stopped its bookmobile service and converted its bookmobile to a mobile lab. A 35 foot bookmobile was retrofitted with equipment including networked computers, digital projector and networked printers. A wireless bridge connected the mobile center using the local library’s internet connection. Libraries and state agencies scheduled the lab for several weeks at a time to provide on-site technology training. The lab operated for fourteen years. It was replaced in 2016, with On Demand Technology Training. A trainer with a projector, screen and multiple laptops travels to sites to provide training for library staff patrons, schools, and non-profit organizations. The summer of 1896 saw the creation of the Traveling Library System. Modeled after the program of the New York State Library, the collections consisted of twenty-five to thirty books in boxes which were made by residents at the Ohio School for the Deaf. Collections were sent to reading clubs, citizens, boards of education, public libraries, and granges. The objectives were to furnish good literature; strengthen small libraries; and to create an interest in the establishment of new ones. The first collection was sent to a women’s club in Mt. Vernon, Ohio on November 6, 1896. The first school collection was sent to Adelphi. The first grange to receive a traveling library collection was Number 729 in West Jefferson, Ohio. More than three fourths of the collections were sent to rural communities and small villages that had no libraries. Schools and granges were located in remote areas of the state. By 1899 the Traveling Library was even going to North Bass Island in Lake Erie although transportation from Sandusky after November was not dependable due to the weather. Book purchases for the school collections were made from the list recommended by the Board of Control of the Ohio Teachers’ Reading Circle. Agricultural books for the granges were selected on approval of the lecturer of the State Grange. Additional space was soon needed elsewhere for the Traveling Library program. Quarters were rented at 1991/2 East Gay Street, and its former space was now used for the General Library Department. By 1910 there were 1,387 traveling libraries in Ohio, circulating books through women’s clubs, schools, granges, libraries, study clubs, religious organizations, and men’s clubs. Circulation for the collections in the Traveling Library steadily rose throughout the seventy-seven years that the program operated. In 1896 the circulation of the traveling library was 250. By 1930 it had risen to 600,000. Additional space was soon needed elsewhere for the Traveling Library program. A variety of programs have been offered by the State Library over the past two hundred years. Read on to find out more! Story The primary full-text for the entry. It could be said that the State Library began its programming for the citizens of Ohio with the <a href="http://bicentennial.library.ohio.gov/items/show/7">Traveling Library</a> in 1896. This program continued until 1973 and may be considered the longest running program of the State Library. Other than the Traveling Library, few programs were developed until the mid-fifties when the Library Services Act (LSC) was passed. These additional funds were used by the State Library to develop programs as well as provide grant funds to public libraries to develop programs at the local level. <a href="http://bicentennial.library.ohio.gov/items/show/99">Bookmobile</a> service was one of the first programs that both the State Library and local libraries established. By the mid- sixties, 67 libraries in Ohio were operating bookmobile programs. The oldest program still in existence is the children’s program. There has been a children’s consultant on the State Library’s staff consistently since the mid-1960s. The consultant works with local library staff to develop collections and programs for children and young adults as well as advising on grant applications for federal funds to support new and innovative programs. One of the largest children’s program has been the Children’s Summer Reading Program. While larger metropolitan libraries were able to afford to carry out their own programs, the smaller and rural public libraries were not, and so the State Library began a coordinated effort to provide a theme, materials and publicity packets to those libraries. Artists were commissioned to develop a series of work around the annual theme to be used with the programs. The State Library received the John Cotton Dana award in 1988 for its program around Maurice Sendak’s “Where the Wild Things Are.” The summer reading program continues to facilitate free incentives for public libraries to share with their summer reading participants, such as Ohio State Fair coupons for readers 5-14 years of age and certificates for camping in Ohio State Parks from the Ohio Department of Natural Resources. In 1964 the State Library Board continued supporting library services with funds from the new <a href="http://bicentennial.library.ohio.gov/items/show/232">federal program</a> for libraries, the Library Services and Construction Act (LSCA). This added the “C” for construction to the previous Library Services Act (LSA). The federal funds became a large part of the services and programs of the State Library. Grants for both library programs and construction were made available. A statewide LSCA funded project, BOOKS/JOBS became operative July 1, 1967. Over $370,000 was used to help Ohio public libraries reach and serve people who needed information skills to get and keep jobs. Libraries traditionally become very busy during difficult economic times. The State Library has supported other programs helping with job skills and training over the years. Recently, State Library staff worked with <a href="https://guidingohioonline.org/">Guiding Ohio Online</a> project coordinators to arrange an <a href="https://jobseeker.ohiomeansjobs.monster.com/">OhioMeansJobs</a> webinar presented by the Ohio Department of Job and Family Services for public libraries. Programs were also developed in cooperation with other agencies to address the needs of Ohio citizens. In 1972 the Right to Read program was established with a national goal to ensure that ninety percent of all Americans would be able to read to the best of their abilities by 1980. Another program with the Ohio Department of Education resulted in an Ohio American Revolution Bicentennial grant for a year-long Bicentennial reading program. The “Spirit of ’76 Caravan” brought together more than 800 school and public children’s librarians for twelve day-long workshops to plan Bicentennial cooperative reading programs. By centering these on Ohio’s twelve Right to Read areas public libraries, school libraries, and multicounty cooperatives were able to coordinate with the ongoing reading improvement aims of the State Department of Education. A program sponsored through the <a href="http://www.ala.org/">American Library Association</a> (ALA) and the <a href="https://www.neh.gov/">National Endowment for the Humanities</a> (NEH) brought humanities scholars to libraries to lead book discussions, and Ohio received one of the first year grants. Five books based around a single theme were read over a ten week period, with reading groups meeting with the humanities scholar for a discussion. Sixteen libraries participated in the first year. The themes developed by ALA included “Family”, “ Love”, “Children’s Literature,” and states were encouraged to develop their own themes. Ohio created “Love,” and it was so successful that ALA included it in its packet for the following years. The program lasted for several years and libraries continued to host the program with their own book choices, paying the scholars through their own budget. A public awareness program for libraries, ”Libraries: Learning for Life” held a rally at the State Capitol to raise public awareness of Ohio’s libraries in 1985. Busloads and carloads of supporters of local libraries came to Columbus, and fourteen sponsoring organizations were involved. The program was nationally recognized and received the John Cotton Dana Award from ALA for developing and implementing Ohio’s first statewide multimedia public relations campaign, and was so successful, the campaign was carried out for a second year. The State Library has been Ohio’s distributor of <a href="https://library.ohio.gov/using-the-library/services-for-the-blind/">talking books</a> since 1981. This program provides library services to Ohioans who are unable to read normal printed material as a result of physical limitations. In 2009 transitioning began to replace the analog machines with digital book players. Together with the <a href="https://cpl.org/aboutthelibrary/ohio-library-for-the-blind-physically-disabled/">Ohio Library for the Blind and Physically Disabled,</a> Cleveland; the State Library serves approximately 14,000 citizens. When LSCA became LSTA (<a href="https://www.imls.gov/grants/grants-states">Library Services and Technology Act</a>) in 1998 it not only changed its focus to technology, it also changed to permit all types of libraries to receive grants. It stressed the partnerships and collaborative efforts among different types of libraries. <a href="http://www.ohiomemory.org/">Ohio Memory</a> is a collaborative project of the Ohio History Connection and the State Library. The project was established in 2003 by the Ohio History Connection as a state bicentennial project to build a searchable database of digital images celebrating Ohio’s history and provide access to the state’s historical treasures; in 2010, it was relaunched as a partner project between the two organizations. More than 300,000 items from over 360 cultural collections have been brought together in the Ohio Memory database. <a href="https://www.ohreadytoread.org/">Ohio Ready to Read</a> is another joint adventure for the State Library but this time with the <a href="http://olc.org/">Ohio Library Council</a>. The program educated Ohio’s families on the importance of early childhood literacy through resources and activities at Ohio’s public libraries. Ohio Read to Read supports library-based activities that contribute to the reading readiness of 0-5 year olds and to the developing reading proficiency of K-3rd graders. The ORTR website offers early literary resources to help establish community partnerships, reach out to families and caregivers and learn about early childhood development. <a href="https://www.cslpreads.org/">The Collaborative Summer Library Program</a> (CSLP) develops themes for teens and adults as well as children. Resources provided to public libraries include custom theme artwork, and a manual of programming ideas. <a href="https://library.ohio.gov/services-for-libraries/library-programs-development/ctro/">Choose to Read Ohio</a> (CTRO) partners, the State Library, <a href="http://www.ohioana.org/">Ohioana</a>, and the <a href="https://ohiocenterforthebook.org/">Ohio Center for the Book</a>, encourages Ohioans of all ages to choose to read a book by an Ohio author. The reading took place over a six-week period. Resources and materials were provided for readers who came together. Book lists of twenty titles are selected for two calendar years.
